    With all the scandals and corruption going on and the total lack of morals and ethics in government going on it's hard to shock me any more.

    This one does.  

    The marshal is just a slimely little pervert with no scruples.  A lot of those in government.  He's like the vermin that you run into daily if you deal with bureaucrats.    

    However,  the judge is the lowest form of life.   That's Auschwitz prison guard type of morals.
