I may be an outlier on this, but I feel that everyone of these kids practiced all year long, and we always say "next man up"; its their time. And I think Monken would very much play his "other" kids too, once he's up by 3 or 4 touchdowns. It would be a great reward for them too.
Plus, no doubt that many still on the roster have to either be cut by Gibson, or earn a place on his team. So, as he said in his presser, this would either provide him a way to see /evaluater a bunch of kids (if we play), or steal a chance for him to do so (if we don't play).
It seems a dark decision to "not play" the game, hopefully only safety (not results) will be the determinant.
